Family Child Care Services

The California Inclusion and Behavior Consultation (CIBC) Network is a professional development project funded by the Early Education and Support Division (EESD) of the California Department of Education (CDE) and is coordinated by the WestEd Center for Prevention and Early Intervention. The CIBC Network is designed to respond to requests for technical assistance from early care and education programs.

CIBC has initiated a pilot program to offer services to family child care programs in the following counties: Fresno, Kings, Madera, Mariposa, Merced, Orange County, Riverside, San Bernardino, San Diego, Tulare, San Mateo, Santa Clara, Santa Cruz, and San Benito.

There is no cost to programs to receive CIBC technical assistance consultation. Family child care programs eligible for CIBC services are those that operate through a Family Child Care Home Education Network (FCCHEN), receive funding directly from CDE/EESD or participate in their local Quality Counts California (QCC).

Experienced, local consultants provide on-site consultation to build the capacity of providers to respond effectively to children with special needs or challenging behaviors. Consultants have knowledge of relationship-based practices and community resources and are skilled in problem-solving around issues of inclusion and challenging behaviors.

Consultants meet with the family child care provider, observe the environment, facilitate reflective conversations, collaborate on the development of an action plan, and support implementation of those plans.

In addition, consultants use a video-based approach to help the family child care provider determine the focus of the action plan. With permission from the provider and the families in care, the consultant takes video footage of the provider’s stated concerns. Together, they watch the video clips and decide how to address those concerns.

Family child care providers and/or agency staff who are providing support services to family child care providers may submit a request for technical assistance online or via the CIBC phone line: 1(877)524-2422. CIBC staff will then contact them by phone to discuss their needs.
